袋鼠哥又发飙:一次28天,RENA五个月内被滞留两次

AMSA公布了7月份的安检数据,七月份共检查船舶307艘次,发现缺陷572项,滞留10艘船舶,其中RENA(IMO:9464780)被滞留28天。

RENA轮隶属于Trojan Maritime Inc, PANAMA(imo company:0534641)这是一家希腊管理公司,亚太区域的表现很差,处于红色警戒范围,是东京备忘录重点监督对象,其中2017年该公司在东京备忘录被检查四次,两次滞留,很遗憾其中两次滞留发生在RENA身上。

缺陷综述

该轮2月11日在澳大利亚被AMSA滞留,当时是七个缺陷,包括一个体系缺陷,7月6日再次被AMSA滞留,15个缺陷,4个滞留缺陷(应急发电机、救生、ISM、劳工各一个),如果算上28天的滞留期,该轮应该是8月4日左右解除滞留,根据AMSA的解释该轮存在一下严重缺陷:

1、船员不能按月获取工资(Seafarers not being paid their full wages each month. Evidence could not be presented on board that allotment of wages are being paid regularly and each month.公约依据:MLC 2006 Title 2, MLC/T2/Std A.2.2.1)
2、应急发电机不能在自动模式下启动并自动连接应急配电板。两块启动电池坏掉(Emergency generator not auto starting or connecting to emergency switchboard automatically. Both starting batteries are unserviceable.公约依据 :SOLAS ch. II-1 Parts C, D, E, F, S74/CII-1/R43)
3、救生艇1号启动电源损坏,无法启动(Free-fall lifeboat - second independent rechargeable energy source of starting failed. (No 1 Battery unserviceable公约依据:SOLAS ch. III, S74/CIII/R20).

4、船舶没有按照SOLAS第一章第11条的要求进行检验后的维护,应急发电机故障后没有按照SMS关于重大不符合项的要求向船级社、船旗国、港口国报告(deficiencies are objective evidence that the vessel has not been maintained between surveys as per SOLAS Ch1 R11. The Safety Management System fails to ensure reports of NCNs do not reoccur as evidenced by emergency generator fault not reported to Flag, Class or Port State and repeat of deficiencies.)

结果是船舶整改缺陷并附加审核后解除滞留,另6个月内被禁止进入澳大利亚水域(Deficiencies rectified and additional Safety Management System audit carried out. Vessel directed not to enter or use Australian Ports for 6 months).

RENA,这艘船——2010年9月9日铺设龙骨 、43846总吨、Lloyd's Register (LR)船级社,一艘正值壮年的船舶,被管理成这样,实在令人唏嘘!这种状况,船员、公司、RO、Flag都有脱不掉的干系,问题是不给船员发工资从哪个角度讲都是难以理解的。当然由于种种原因船员的事情就不透露了
