muster list 的正确打开姿势

最近小日本对muster list的检查比较多，缺陷飙升，随便选几个，给大家看下（下表）。muster list 应该怎么做？相信每个船长都有不同的做法，其实公约中有明确规定，今天我捋捋，以防被小日本扯着蛋。

公约中队muster list的要求出现在solas 第III章第8条和第37条。由于公约条款比较繁复，捞点干的。1、那些位置张贴？驾驶室、机舱和各员起居处所（ shall be exhibited in conspicuous places throughout the ship including the navigation bridge, engine-room and crew accommodation spaces）2、使用什么语言？应变部署表公约要求为合适的语言（ in appropriate languages），不一定是工作语言。客船应急操作须知（instruction）为船籍国语言和英语（ the ship's flag State and in the English language）3、muster list上应标明不通过报警所使用的信号，如七短一长，一长声等代表的意义。（The muster list shall specify details of the general emergency alarm and public address system）4、标明各船员任务。（show the duties assigned to the different members of the crew）如：门开关，救生设备使用，消防队员任务分配等。5、应指明高级船员消防和救生演习中的具体责任，关键岗位要安排替换人员。（The muster list shall specify which officers are assigned to ensure that life-saving and fire appliances are maintained in good condition and are ready for immediate use.）6、muster list 开航前制定，船员变动应重新布置。7、客船应变部署表应经认可，不过公约未指定认可机构。一般认为船级社或主管机关都可以。（The format of the muster list used on passenger ships shall be approved.）04108Muster listThe muster list   shall specify which officers are assigned to ensure that life-saving and fire   appliances are maintained in good condition and are ready for immediate use.   The muster list shall specify substitutes for key persons who may become   disable.
