双方都不愿意放弃这些低价材料。

23. in改成up。give in和give up都有“放弃”之意。give in是不及物动词词组，后面不接宾语。

例句：They don't give in without a fight.

它们决不会轻易投降。

结构分析：

Both sides是主语，are not willing是谓语（现在进行时），to give up these low-priced materials是宾语，由to+谓语give up+宾语these low-priced materials构成不定式词组。
