东京备忘录PSC滞留通报系列,自从发布以来,深受大家喜欢。

东京备忘录六月份PSC检查情况如下表,需要大家注意的是:
1. 得益于远程检查的开展,本月我国检查357艘次,滞留7艘次。
2.本月滞留高发国家是:澳大利亚(14艘次)、中国(7艘次)、加拿大(4艘次)俄罗斯(4艘次)、印尼(4艘次)、韩国(4艘次)、日本(2艘次)、马来(1艘次),共滞留41艘次。
3. 本月与2020年同期相比,检查量上升23艘次,滞留增加8艘,逐步摆脱疫情的影响。
本月与2019年同期相比,检查量下降650艘次,滞留量下降46艘次,受疫情影响依然较大!

4.滞留船舶分布情况如下表,呈现以下特点
1)高滞留风险港口通报:黑德兰、温哥华、勿拉湾、悉尼、弗里曼特尔、布里斯班、厦门、营口、东方港!
2)俄罗斯4艘次滞留,有2艘滞留出自纳东方港,据前方战报,这个港的PSCO是机舱出身,擅长机舱设备,机舱常见缺陷大家可以参考:中级PSCO机舱缺陷手册!。
另外,俄罗斯PSC对船员超期服务也是零容忍,其中有一艘船舶因为船员没有按期倒休被滞留。
4)我国的7艘滞留来自于6个港口,天津、营口都是本年底首次滞留。
5)韩国此次滞留分布比较平均,警惕釜山港。
6)印尼的勿拉湾滞留了3艘次,丹戎不碌1艘次,考验船长智慧。

5.几条比较怨的滞留
1)安提瓜与巴布达籍9508380,仅仅一条缺陷被澳大利亚PSCO滞留。
2)马绍尔籍9633123,仅仅一条缺陷被澳大利亚PSCO滞留,防火挡板损坏。
3)巴拿马籍9767089,仅仅二条缺陷被澳大利亚PSCO滞留。

6.滞留缺陷举例(整理自各船级社和公众号,实际情况可能有出入,与本平台无关)
Several booby hatches on deck not able to close weathertight(Load Lines, LL66/ANI/R14)舱盖不能关闭完全,不能保证风雨密
Several ballast tanks and fuel tanks on deck air pipe closing arrangements defective(Load Lines, LL66/ANI/R20)压载舱和燃油舱透气管自闭装置损坏
emergency genarator cannot start under automatic mode(S74/CII-1/R43)应急发电机不能再自动模式下启动
generator at engine room cannot synchronize with other generator(S74-1/CII-1/R26; S74-1/CII-1/R27.5;)机舱内的一台发电机不能与其他两台发电机并网
automatic switch for emergency battery malfunction(S60/CII/R25; S74-11/CII-1/R44.2.1;)应急发电机启动电瓶的选择开关故障。
central unit and engine control room air condition malfuncton(MLC/T3/R3.1;)集控室空调故障。
found illegal piping at lubrication transfer pump and bilge pump(M73/78/ANI/R18.1;)滑油驳运泵和舱底泵被改装,安装了不是原始设计的管路。

gyro compass malfunction(S74/CV/R12(c);)电罗经故障
GMDSS equipment unable to change and operate using DC(S74/CIV/R16;)GMDSS不能充电
the davit launching arrangement for rescue boat was broken and in poor condition(S74-2/CIII/R16;)救助艇释放装置状态差。
water bourne drill for rescue boat not conduct since year 2020(LSAC/N5.1.1 )2020年开始,救助艇没有进行下水操作。
NO.1, 2 inflatable liferaft not ready to operate [wire linked to cut-valve of gas cylinder not connected weak link](S74/CIII/R15)1/2号救生筏易断绳连接错误
Engine Room Fire dampers starboard side (2) and Port Side (aft) defective.(S74-24/CII-2/R14)机舱防火挡板故障
Repatriation of four(4) indian crew not carried out properly(MLC/T2/Std A.2.2.4, 5)四名印度籍船员超期服役,没有安排遣返。
sewage treatment plant, is defective(MARPOL ANNEX IV)生活污水处理装置故障
fire detection of water mist system on bridge, fault (FTP Code, SOLAS CH.II)机舱水雾探测系统故障
dirty oil sludge tank discharge pipe wasted and the connection flange damaged into two sections
passage plan not made from 22-FEB-2021(S74/CV/R34)自2021.2.22起,船舶没有航行计划。
failed to launching for portside life boat by remote control wire- remote control wire installed wrongly(S74-2/CIII/R15)救生艇遥控释放安装错误。
sewage treatment system- air blower out of order- not properly treated sewage water by chemical(M73/78/ANIV/R9.1)生活污水处理装置空气泵故障,生活污水未经消毒处理。
Oil filtering equipment(Due Date: 2021-08-20). Oily Water Separator operation with 15 pm alarm could not be demonstrated. Sample water line from oily water separator to 15 ppm monitor observed not to supply water. Safety valve observed inoperative. Filter and Internal observed excessively filled with oil and sludge. Body connections observed with leaks and salt accumulation. Drain valves observed inoperative. ***'Authorization for the dispensation of oil filtering equipment of oil filtering equipment' issued by…(Annex I, Reg 14)油水分离器状态差,报警。船旗国出具免除证书,关闭缺陷。不知道罚款没有。
Emergency generator on load operation could not be demonstrated. Abnormal trip alarm observed repeatedly on Emergency generator panel despite several resets.(SOLAS ch. II-1 Parts C, D, E, F, Reg 43, 44)应急发电机加载负荷,起跳、报警。
NO.2. RADAR malfunction(S74-24/CV/R19.2.7.2)雷达故障
at time of inspection found oil leakages on all three generators, under steel plates of the generators, behind main engine flywheel and pump near main engine fly wheel(SOLAS ch. II-1 Parts C, D, E, F, SOLAS ch. II-1 Parts C, D, E, F Regulation 26)三台发电机漏油
12,ISO foundation base sockets between bays 02-58 excessive wastage,fractures detected at sockets on bay 26 & 34.(S74/CVI/5.4)集装箱系固件损坏。
Discharge pipe of co2 fixed fire extinguishing system corroded hole and damaged heavily.(-discharge nozzle pipe of No.5 cargo tank-discharge pipe between no.4 cargo tank and no.5 cargo tank.)(S74-1/CII-2/R10)CO2释放管路部分管线锈穿。
three cable penetrations on the superstructure bulkhead (mess room, ab cabin, 2-nd off. cabin) not sealed with fire insulation materials;SOLAS CH. II-2 R.9)三条电缆穿过上层建筑,没有封堵,破坏防火完整性。
emergency fire pump unable to pressurise firemain(SOLAS CH II-2 R.10)应急消防泵不能建立压力。
Refrigeration chamber overboard valve defective.(SOLAS ch. II-1 Parts C, D, E, F, ILLC Reg. 22)冷库外控制阀故障
SMS as implemented does not ensure the safety of the crew, vessel and environment by not securing cargo onboard the vessel as per its cargo securing manual. As evidenced by deficiencies 2 and 3.由于船舶没有按照系固手册系固货物,导致体系滞留缺陷。
CHIEF ENGINEER STAYED ON BOARD 17 MONTHS,2ND ENGINEER STAYED ON BOARD 18 MONTHS(MLC 2006 Title 2, MLC/AIV/.2;)船员超期服役,俄罗斯PSCO开具缺陷。
Emergency power source for the fitted MF/HF radio defective.(S74-5/CIV/R4)MF/HF备用电源故障。
Cargo (used cars) is loaded not in accordance with the Cargo Securing Manual (CSM). Passages to liferafte , lifeboat and to fire-fighting appliances are obstructed by cars(S74/CVI/R5.6)没有按照系固手册装载货物,通往救生筏和救生艇的通道被汽车阻断。


Oily Water Seperator operation with 15 ppm alarm could not be demonstrated. Sample water line from oily water seperator to 15 ppm monitor observed not to supply water.油水分离器15ppm报警无法演示。从油水分离器到15ppm监测仪的取样管中没有水。
