24. blamed改成to blame。be to blame是固定用法，主动形式表示被动意义。

例句：Who is to blame for the mistake?

这个错误该由谁负责?

You can blame me. You can blame my father.

你可以责怪我 也可以责怪我的父亲。

结构分析：

Waiters是主语，are是系动词，sometimes是状语，not to blame是表语，by the consumers是状语。
